The conditions of quarantine and the list of persons in need of a regime of self-isolation are specified in the resolution of the Cabinet of Ministers of Ukraine of March 11, 2020 № 211. According to this resolution:

1. Persons in need of self-isolation are:

- persons who had contact with a patient with COVID-19, except for persons who were in personal protective equipment in connection with the performance of official duties;

- persons suspected of being infected or persons suffering from COVID-19 who do not require hospitalization;

- persons who have reached the age of 60, in addition to those who take measures to prevent the spread of COVID-19, ensure the operation of critical infrastructure.

The treating physician of a patient or a person suspected of being infected with COVID-19 determines the period of self-isolation based on industry standards in health care. Employees of the Ministry of Health of the Ministry of Health determine the personal list of persons in need of self-isolation in connection with contact with a patient with COVID-19 and enter information into the relevant information systems.

In the case of a commitment to self-isolation:

- the person indicates the place of his / her self-isolation and information about the means of communication (telephone number), brief information about the state of health and chronic diseases at the time of self-isolation (with the person's consent);

- it is reported that a person will be held administratively liable for providing false information about the place of self-isolation, information about means of communication, non-compliance with the self-isolation regime, and in case of violation of the self-isolation regime, which led to serious consequences, including death of third parties, to criminal liability.

Relevant information systems (including the mobile application of the Unified State Web Portal of electronic services) include information about the surname, name, patronymic of the person, date of birth, place of self-isolation and means of communication (telephone number), if the person lives alone, whether it is possible to take care of him/her by other persons during the period of self-isolation. With the consent of the person, brief information on chronic diseases and health at the time of self-isolation is also provided.

Persons in need of self-isolation can enter information into the mobile application of the Unified State Web Portal of Electronic Services, provided that there is a technical possibility.

Persons in need of self-isolation are obliged to be constantly in the place of self-isolation determined by them, to refrain from contact with persons other than those with whom they live together.

Persons in need of self - isolation (except persons suffering from

COVID-19) and those who indicated that it is impossible for them to be taken care of by other persons during the period of self-isolation, are allowed to visit places of trade in food, hygiene products, medicines, medical devices, which are located at a distance of not more than 2 kilometers from the place of self-isolation provided personal protective equipment, including respirators or protective masks do not contain exhalation valve.

Relocation of persons under 14 years of age is accompanied by parents, adoptive parents, guardians, trustees, adoptive parents, foster parents, other persons in accordance with the law, subject to the requirements specified in this paragraph.

Persons in need of self - isolation (except persons suffering from

COVID-19) and those who indicated that it is impossible for them to be taken care of by other persons during the period of self-isolation, are allowed to walk pets twice a day.

In case of emergency, a person in self-isolation seeks emergency medical care.

The control over the observance of the self-isolation regime is provided by the National Police and the National Guard, employees of state institutions of the Ministry of Health of epidemiological profile, authorized local government officials, including using the mobile application of the Unified State Web Portal of Electronic Services.

2. To establish that the following are subject to obligatory hospitalization to observers (isolators) as it is determined by regional, Kyiv city state administrations:

- persons who have declared voluntary hospitalization to the observer (isolator) due to the impossibility of complying with the requirements of self-isolation;

- persons who have twice violated the conditions of self-isolation (except for the persons specified in the fourth paragraph of paragraph 4 of this resolution);

- persons who have had contact with patients or have signs of COVID-19 infection and refuse a medical examination, under the direction of the attending physician;

- persons crossing the state border (except for persons who are employees of diplomatic missions and consular posts of foreign states, missions of official international missions, organizations accredited in Ukraine, and members of their families; drivers and crew members of trucks, members of air crews and sea, river vessels, members of train and locomotive crews, if there is no reason to believe that they were in contact with a person infected with COVID-19);

- persons entering from the temporarily occupied territories in Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and the city of Sevastopol through checkpoints of entry into and exit from the temporarily occupied territory (except for the staff of the International Committee of the Red Cross Mission, Diplomatic missions to Ukraine, in particular those monitoring the situation and delivering humanitarian aid to the population living in the temporarily occupied territories of Donetsk and Luhansk oblasts, the Autonomous Republic of Crimea and Sevastopol, if there are no grounds to believe that they were in contact with a patient with COVID-19 person).

List of persons who are employees of diplomatic missions and consular posts of foreign states, missions of international organizations in Ukraine, persons belonging to the diplomatic corps accredited in Ukraine, other relevant persons of international organizations who are not subject to mandatory hospitalization in observers (isolators) , determined by the Ministry of Foreign Affairs.

The observation period is 14 days.

Children under the age of 12 are subject to hospitalization in an observer (isolator) together with one of the parents, adoptive parents, guardians, trustees, foster parents, foster parents, and other persons in accordance with the law.

Hospitalization in observers and / or isolators of persons specified in this paragraph shall be provided within the competence of the Ministry of Infrastructure, the Ministry of Community and Territorial Development and the Ministry of Health.

A person with signs of COVID-19 is subject to mandatory medical examination, which may lead to self-isolation.
